South Ayrshire Council agrees new Urban and Rural Parking Framework

South Ayrshire Council has approved a framework that will guide how parking is managed across the area's towns, coastal destinations and rural communities over the coming years.

The Urban and Rural Parking Framework sets out a phased programme of work to ensure parking arrangements remain fair, accessible and responsive to local needs.

The framework sets out a phased programme of work, with detailed proposals to follow on key issues:

  • Ayr town centre parking management
  • Seasonal and coastal parking pressures, including the Ayr Esplanade
  • A full review of residents' parking permit schemes
  • Off‑street parking provision across South Ayrshire
  • Opportunities to introduce a modern digital parking permit platform.

Location‑specific parking strategies will also be developed for Troon, Maybole, Girvan and rural settlements.

The framework builds on the Council's 2020-2024 Parking Strategy and reflects changing travel patterns, increased seasonal visitor demand and the need for consistent, proportionate parking arrangements across South Ayrshire.

Councillor Alec Clark, Depute Leader, Commercial/Operational Services Policy Lead for South Ayrshire Council said: "This framework gives us a clear path for improving parking across South Ayrshire. Our communities have very different needs — from busy town centres to coastal hotspots — and this phased approach means we can bring forward tailored proposals that genuinely reflect local circumstances.

"We want parking arrangements that support residents, help local businesses thrive and ensure visitors can enjoy our towns and coastline without creating unnecessary pressure. Today's decision is an important step in getting that balance right."

A series of reports will now be prepared between 2026 and 2028, each focusing on a specific location or theme. These will include further engagement and, where required, statutory consultation.
