Planning Leaders Gather in Ayr to Shape "The Future of Planning" at National Conference

Senior planning professionals and built environment experts from across Scotland and beyond gathered in Ayr on Thursday 4 June 2026 for the annual Heads of Planning Scotland (HOPS) Conference.
Held at the University of the West of Scotland's Ayr Campus, the conference brought together leaders from local authorities, national organisations, and industry to explore how planning can respond to some of Scotland's most pressing challenges.
Some of the topics discussed included housing delivery, climate change, social inequality and aiding town centre regeneration through planning intervention.
The event featured a wide-ranging programme of panel discussions, presentations and interactive workshops designed to foster collaboration and share innovative approaches.
Speakers throughout the day emphasised the important role planning plays in delivering sustainable economic growth and supporting communities.
HOPS, which represents senior planning officers from all of Scotland's local authorities and national park authorities, plays a central role in promoting excellence and collaboration in the planning profession.
Chris Cox, Assistant Director Planning and Development for South Ayrshire Council and the outgoing Chair of Heads of Planning Scotland, said: "It has been a privilege to serve as Chair of HOPS at a time when the planning profession is facing both significant challenges and opportunities. As we look to the future, it is clear that strong leadership, innovation and partnership working will be essential in ensuring our planning system continues to support sustainable growth, address climate change, and tackle inequality."
Dr Hugh Ellis, Director of Policy at the Town & Country Planning Association said: "It was a privilege to be a part of such an inspiring event and to see the will, talent and leadership amongst planners in Scotland to deliver the healthy, climate resilient and socially just places which people deserve."
The event concluded with a shared commitment across the sector to strengthen leadership, accelerate delivery of housing and infrastructure, and address climate and social challenges through planning.
Paul Macari, Head of Planning and Economy at Aberdeenshire Council was confirmed as the next Chair of Heads of Planning Scotland.
