Low Income Pandemic Payment (LIPP)
The Scottish Government have asked councils to make a Low Income Pandemic Payment (LIPP) of £130 by 31 October 2021 to customers who meet qualifying criteria as detailed below:
Customers in receipt of Council Tax Reduction (CTR), including Second Adult Rebate (SAR), or customers that are exempt or have no liability for Council Tax on the following basis:
i. all the occupants are under 18
ii. all the occupants are care leavers
iii. all the occupants are severely mentally impaired
iv. the property is unoccupied because the resident has gone to someone else's home to provide care or the resident receives care elsewhere
v. occupants are accessing Housing Support Service and/or living in temporary accommodation or a refuge
Households are eligible to receive the payment if they were in receipt of CTR or the relevant exemption for at least one day during the period between 1 April 2021- 30 April 2021. Only one payment will be made per household. If a property contains more than one separate household who are jointly liable for Council Tax payment will be made to both households.
All payments will be made by 31 October 2021
We have identified customers who are eligible and we will write to everyone in due course, to explain how the LIPP will be paid. Please do not attempt to complete an application form until we have written to you. All letters will be issued during August and early September.
Unfortunately we do not currently hold your bank account details therefore you will need to complete a short online form to provide these by no later than 3 October 2021. Alternatively the £130 payment can be credited to your Council Tax/Water and Wastewater account - you do not need to complete a form if you wish the payment to be credited to your Council Tax account. This will be arranged by 31 Oct 2021 and you will be issued with a revised Council Tax bill if necessary.
Your letter will contain a Unique ID and PIN. You will need both of these to complete an application.
Completing a short online application is the quickest way to provide us with your bank account details. If you don't have online access, please ask a family member, friend, or where relevant a support/social worker to help you.
When you complete the online form, if you provide an email address, you will receive an email acknowledgement that your form has been received. Our staff will be working as quickly as possible to verify your details and make your payment. We will contact you if we require any additional information. We will be processing very high volumes of applications - our aim is to pay as quickly as possible with all payments being made by 31 October 2021.

Please note that each household is only eligible for one LIPP award of £130 regardless of which council makes payment. For example, if you have moved from another local authority during April 2021 the first local authority should make the payment. If you apply for duplicate payments or are paid more than once in error, you will be required to repay any overpayment.
If by 31 October 2021, where we don't hold your bank account details, or if you have not contacted the council to provide them we will credit your Council Tax account with the £130 LIPP (where you have a Council Tax liability).
