Roads - Benchmarking

N.E.S.I. Group

N.E.S.I. is a group originally set up to benchmark rates for road maintenance works.

Membership

The following authorities are represented:

North Ayrshire Council
East Ayrshire Council
South Ayrshire Council
Inverclyde Council
East Renfrewshire Council
South Lanarkshire Council
Dumfries & Galloway Council

Key Objectives

1. To exchange information with partner authorities through discussions and networking to assist in the improvement of service delivery.

2. To establish and exchange details of rates for road maintenance works to ensure the provision of Best Value.

3. To seek to develop a common system of Billing to assist in meeting the requirements of Best Value legislation and service reviews.

4. To seek to develop a common model for Contract Documentation and to assist in meeting the requirements of Best Value legislation and service reviews.

5. To analyse methods of service provision and seek to establish best working practices.

Methodology

1. A Steering Group comprising representatives from all participating authorities meets regularly to guide the overall process and provide the necessary commitment and drive.

2. A series of Operational Groups involving appropriate professional representation from interested partner authorities meet at regular intervals. One such authority is designated to take the lead and ensure all necessary administrative support and documentation is available for the Operational Group.

3. It is anticipated, although not a requirement, that all partner authorities will be represented on all task groups operational at any one point in time. However, every authority is encouraged to fully respond to requests from lead authority Operational Groups for any supporting information relating to Operational Group working. Consequently, all information is shared with members of the Steering Group.

5. It is the responsibility of the individual members of the Steering Group to ensure a high level of commitment and appropriate representation is maintained by all partner authorities and that agreed timetables are adhered to.

6. Currently East Ayrshire Council provides chairmanship and support to the Steering Group. Meetings will be held at agreed intervals and each Authority has agreed to share venue/organisation.
