Membership

The following authorities are represented on the Steering Group:

Key Objectives

1. To exchange information with partner authorities through discussions and networking to assist in the improvement of service delivery.

2. To establish and exchange details of working methods and processes across a range of activities within the highways and transportation function and other areas of mutual interest.

3. To seek to develop a common range of performance measurements and indicators in relation to the highways and transportation function.

4. To instigate, as far as possible within each authority, common methods of performance data collection and analysis in order to provide credible benchmarking.

5. To improve the quality of services through the definition, measurement, comparison and refinement of our Processes.

Methodology

1. A Steering Group comprising representatives from all participating authorities meets regularly to guide the overall process and provide the necessary commitment and drive.

2. A series of Operational Groups involving appropriate professional representation from interested partner authorities meet at regular intervals. One such authority is designated to take the lead and ensure all necessary administrative support and documentation is available for the Operational Group.

3. It is anticipated, although not a requirement, that all partner authorities will be represented on all task groups operational at any one point in time. However, every authority is encouraged to fully respond to requests from lead authority Operational Groups for any supporting information relating to Operational Group working. Consequently, all information is shared with members of the Steering Group.

4. In light of the above it is vital that all partner authorities accept an equitable distribution of workload across the whole range of task group working including lead authority roles. Authorities should particularly have equity and commitment within the working arrangements of the Operational Groups.

5. It is the responsibility of the individual members of the Steering Group to ensure a high level of commitment and appropriate representation is maintained by all partner authorities and that agreed timetables are adhered to.

6. The positions of Chairman and Secretary should be put to the group for nomination of a biennial basis. It is essential that all partner authorities provide progress reports and appropriate documentation to ensure accurate databases and programmes are maintained for all partner authorities. Meetings will be held at agreed intervals and each Authority has agreed to share venue/organisation.
