Main Issues Report

South Ayrshire Council’s Main Issues Report, Environmental Report and Monitoring Statement were approved on 18th March 2010 at a meeting of South Ayrshire Council. The Main Issues Report sets out options for change on key planning policies and on where development should and should not occur. Its main purpose is to stimulate discussion and  feedback on key planning issues to shape future stages of the Local Development Plan. An 8-week consultation period on the Main Issues Report will commence on 17th May 2010.

Design Guideline for Advertisement and Commercial Signage

On 17th August 2010, the Council’s Leadership Panel approved Supplementary Planning Guidance on "Design Guideline for Advertisement and Commercial Signage" which is now a material consideration in the assessment of all advertisement applications. This SPG now replaces the Council’s previous Advertisement Planning Policies:

  1. Number 13 “Advertisement Signs, General” (1982)
  2. Number 17 “Advertisement Sign, Wellington Square, Ayr (1986)”; and,
  3. Number 20 “Design Guidelines for shop fronts and signage in Ayr Central Conservation Area” (1988)

It is hoped that the Supplementary Planning Guidance on "Design Guideline for Advertisement and Commercial Signage" provides an illustrated user friendly guide to ensure that advertisements which require consent (including shop fronts/fascias) are sensitive to their location, and respect the character of the building they relate to. The document supplements the policies of the adopted South Ayrshire Local Plan, and provides a level of detail that is used to guide and assess applications for advertisement consent.

Processing of planning applications from 3rd August 2009

Scotland's planning system is undergoing the most significant modernisation in over 60 years. The main legislative changes to Development Management, including planning application procedures, enforcement, planning appeal procedures and new local review procedures takes effect on August 03, 2009.

South Ayrshire Council's Planning Service is modernising and improving in line with these Government reforms. The processing of planning applications is changing as a result of these reforms. New application forms for the submission of planning applications and notes for guidance on many aspects of these changes are available. If decisions are delegated to planning officers from 3rd August 2009 under the new Scheme of Delegation for determining planning applications, the right of appeal will be by a newly appointed Local Review Body of the Council.

The list of applications, which are pending from 3rd August 2009, is available on this website by conducting an advanced search on a case by case basis. All details are in compliance with regulation 21 of the Town and Country Planning (Development Management Procedure) (Scotland) Regulations 2008. The registers of applications, in terms of Regulation 16 of the above Regulations, is also available on a case by case basis by conducting an advanced search.

Protocol for Consultation on Supplementary Planning Guidance

This draft protocol was approved by the Council’s Leadership Panel on 19th May 2009 and provides a basis for public consultation when reviewing the Council’s supplementary planning guidance (SPG). Equally this is a guide for the wider public to raise awareness of what can be expected from community engagement in the planning policy and guidance preparation process. When it is established later this year the Development Planning Forum will consider this draft protocol, and a finalised version will be produced. Until then, this draft version will be operational so that SPG development may be progressed in the interim.
