Development Plan Scheme

The Development Plan Scheme (DPS) marks the first stage of producing the new Local Development Plan (LDP). The DPS sets out the context and different stages to the LDP programme, including a timetable of the process. It also includes a Participation Statement which provides details of when and how people can get involved in the preparation of the South Ayrshire Local Development Plan.

The Local Development Plan will replace the South Ayrshire Local Plan as the land use plan for the area when it is adopted in 2013. Wider issues such as roads, drainage, water and how the existing infrastructure will cope with new development demands will also be covered in the Plan.
A program of consultation started in the Summer 2009 in order to engage with the Scottish Government, partner agencies, private sector organisations, community groups and, importantly, the general public, who are fully encouraged to get involved.

The Planning etc. (Scotland) Act 2006 requires Councils to prepare a DPS annually and South Ayrshire’s 2010/2011 DPS, which was approved by the Council on 18th March 2010, remains unchanged from that of the 2009/ 2010 DPS.  Accordingly the consultation process and timescales, as identified in the link below, are still applicable.

Progress & Publication of the Proposed Local Development Plan

The Development Plan Scheme [DPS], which sets out the Council’s timetable for the preparation of the Local Development Plan [LDP], establishes the Council’s intention to publish a Proposed LDP in February 2011. Notwithstanding this, it is clear that the volume of work involved in the preparation of the Proposed LDP is such that completion of the Proposed LDP within the estimated timescale will not be possible, despite best efforts to complete the work.

Based on estimations of the expected time required to complete all work associated with the Proposed LDP, it is anticipated that the Proposed LPD may be finalised in summer 2011, with a public consultation to follow. Full details of the consultation will be advertised in due course. Any party that has previously commented on the LDP will be notified of the consultation period, so that they can comment on the Proposed LDP.

Revisions to DPS

It is a requirement of the Scottish Government that a local authority publishes a DPS on an annual basis, to provide an up-to-date timetable for the preparation of its LDP. As such, the Council requires to produce an amended DPS in March 2011. Given the proposed minor delay to the production of the Proposed LDP, the Scottish Government agrees that it is appropriate for the amended DPS to accompany the publication of the Proposed LDP, so that the timetable can be accurate at the point of publication. In amending the timetable for the LDP, it is proposed to assess whether there is scope to reduce the timescale initially estimated for later stages in the process of the LDP, so as to avoid delay to the adoption of the LDP, where possible.
