Full Council Considers Standards and Governance Panel Report

South Ayrshire Council at its meeting held on 22 May 2008 considered recommendations from its Standards and Governance Panel with regard to findings of an investigation conducted by the Panel in respect of an alleged abuse of call-in procedures.

David Anderson, the Council’s Chief Executive, said: “At the full Council meeting of 22 May 2008, South Ayrshire Councillors considered a report from the Standards and Governance Panel relating to a Councillor’s signature being added to a call-in paper without their permission and consequently that the call-in paper was then submitted in the knowledge that the signature was not valid.

“Having considered evidence and having interviewed a number of officers and Councillors, the Standards and Governance Panel took the view that, with immediate effect, Councillor Ian Cavana should be removed from his position on three of the Council’s Panels and that Councillor Helen Moonie be removed from her position as Chair of the Corporate, Strategic, Community Planning Standing Scrutiny Panel.

“The Council agreed the recommendations made by the Standards and Governance Panel and furthermore that all Elected Members be required to provide detailed, genuine and valid reasons for call-in Council decisions. Consideration will be given to providing further training for Councillors on call-in procedures and issues raised within the report.”
