Review Of Management Overhead Consultancy Exercise

On 15 December 2005, at a Special Council meeting of South Ayrshire Council, considered a report by Bishops Consulting and agreed the dissolution of the Department of Environment and Infrastructure.  It was also agreed at that meeting that a second report would be commissioned from Bishops Consulting, now known as Brodies LLP, to review Management Overheads across the Council.

Tom Cairns, Chief Executive of the Council has now received their second report.  He said:  “The report has now been considered by the Council’s Corporate Management Team. It has been decided that given the difficulties encountered in implementing the dissolution of the Council’s Environment and Infrastructure section based on the recommendations from the first Bishops report the Council must learn from that exercise and be extremely cautious before deciding to approve any further changes to staffing structures. 

“I would like to reassure staff that contrary to rumours that are being circulated no decisions will be taken about the report in the near future, and no changes will be made to staffing levels unless there is a clear case made to support any changes.”

The findings and recommendations within the Brodies LLP report will be rigorously examined by the Council’s Corporate Management Team.

Councillor Gibson T. Macdonald, the Leader of the Council said:  “The Council is currently facing a huge range of financial challenges and I support the view of the Chief Executive and the CMT that it is vital to focus 100% on the 07/08 revenue budget exercise.

“No matter how difficult it may be with the budget available the Council must continue to deliver high quality services to the people of South Ayrshire with the resources available to it. 

“The quality of the workforce in this Council is extremely high.  I would like to reassure staff that if it is decided in the future that changes need to be made in relation to the Brodies’ report then this would only happen once appropriate consultation has been carried out with the relevant trade unions.”
