A Policy Statement for Learning & Teaching for Establishments
Introduction
This paper sets out the Council’s policy with
respect to learning and teaching in primary, secondary, special
and pre-5 education. It is designed to provide guidelines within
which each educational establishment can draw up its own operational
statement for learning and teaching. The policy is intended to
support and encourage establishments to promote effective learning
and teaching.
Rationale
Meeting the needs of each individual learner and helping each
to realise her/his potential is central to effective learning
and teaching. Learning and teaching is at the heart of the
educational process and the quality of the interaction is of
fundamental importance in raising standards of achievement.
The role and influence of the class teacher are crucial factors
in the promotion of high quality learning and teaching. This
policy statement takes account of national and local guidelines
and advice as well as the National Priorities which are listed
in appendix 2. It has been developed in the context of pre-5
curriculum framework, the 5-14 programme and the national qualifications
framework. The policy is supported by guidelines giving more
detailed practical advice listed as appendices for each sector.
Aims
The aims for Education, Culture and Lifelong Learning are set
out in appendix 1. These have a direct bearing on learning
and teaching in establishments and reflect both the Council’s
local priorities and the recently published national priorities

In developing and improving the quality of learning and teaching, it is important to promote the view among pupils, parents and carers that lifelong learning beyond school is a necessary, enjoyable and important part of their lives.
