ECLL’s Service Plan is driven by the aims of the Department which are devised to reflect the local and national priorities for education. The aims are then converted into the annual educational improvement objectives. Each objective is broken down into individual projects that address particular issues or areas of work. Project targets are used to identify the action that will be taken, in terms of intended processes and expected outcomes. Each target has success criteria listed so that the outcome may be clearly evaluated. The time that is likely to be required to overtake targets will vary, with the result that project delivery is likely to be phased across several years. Project documentation includes proposed timescales, funding implications, staff time commitment and progress checks for senior managers. This rigorous approach to planning at project level is intended to secure effective deployment of resources within the Department and ensure that staff understand the development priorities. The projects contained in the Service Plan constitute the development work that is planned for the three-year period. The plan is intended to be a working document, rather than a source of reference and should therefore be used regularly by staff to plan and prioritise. In addition, the Department of Education, Culture and Lifelong Learning continue to address the maintenance agenda through the key cyclical tasks that are identified in the departmental and school calendars.
