The Housing (Scotland) Act 2001 requires every local authority
to develop and produce a Corporate Homelessness Strategy for
the prevention and alleviation of homelessness.
This is South Ayrshire Council’s first Corporate Homelessness
Strategy and it is based on a strategic assessment and analysis
of homelessness in the locality. This analysis has helped shape
the aims and objectives of the strategy and clearly states what
actions are required to achieve them. The strategy itself will
be subject to regular review to ensure that it is working as
effectively as possible and continues to meet the needs of people
who are, or at risk of becoming homeless.
The strategy is based on the fundamental principle that homelessness
is not just a housing problem and will require a corporate response
and a commitment across all council departments to work in partnership
not only with each other but also with a range of statutory and
voluntary agencies. The strategy goes further in encouraging
partnership links with the private sector in order to increase
the supply of affordable homes.
This Council is committed to ensuring that every household has
access to safe and secure accommodation, that families and those
with special needs are supported in their homes, that the needs
of children are recognised and respected and that young people
are given the necessary advice and support to enable them to
make a successful transition to independent living.
This strategy will assist the council meet these commitments
and by doing so will move us towards the objectives of eliminating
rough sleeping and reducing homelessness in South Ayrshire.
