Estate Management Policy Statement

Housing is a key service for many households throughout South Ayrshire. The quality of their housing and the environment in which they live in is very important to most people and can have a major impact on their quality of life.

Estate Management is a term used to describe a wide range of services relating to the management of housing areas. Any matter, which can impact upon a resident’s quiet enjoyment of their home or the environment in which they live, can be described as an Estate Management issue.

South Ayrshire Council acknowledges its duty in terms of The Housing (Scotland) Act 2001 Section 106, to encourage equal opportunities. Practices will be implemented which will endeavour to prevent, eliminate or regulate discrimination. In particular, between persons on grounds of sex or marital status, on racial grounds, or on grounds of disability, age sexual orientation, language or social origin, or of other personal attributes, including beliefs or opinions, such as religious beliefs or opinions or political opinions’.

South Ayrshire Council recognises, therefore, that managing housing is about more than ‘bricks and mortar’ and that we must aim to deliver professional services based on the needs and aspirations of our service users which make best use of resources and comply with the Council’s Best Value Policy.

South Ayrshire Council is committed to enabling its residents to enjoy their home free from any nuisance, annoyance and disturbance. In addition, the Council will aim to ensure that the environment within the housing estates is maintained to the highest possible standard within its allocated resources.

Officers will have a regular presence in housing areas and will act in a pro-active manner to deal with issues before they become problems. In dealing with matters of concern to residents the fundamental objective of estate management will be to identify and achieve the most appropriate resolution. In addition, the Council will work closely in partnership with other agencies and residents alike to produce the highest possible quality of service.

South Ayrshire Council will aim to deliver an effective and robust Estate Management Service by taking all necessary steps to ensure that tenants adhere to their tenancy obligations and by providing advice to tenants and other service users regarding their rights and responsibilities and the standards of service they can expect to receive.
