Housing Allocations Policy

Medical Points

Medical points apply primarily to medical conditions which affect an applicant's (or a member of his/her household's) mobility.

A list of conditions which are not eligible for medical priority points unless they are causing a long term mobility problem are available here.

The applicant must complete a medical application form which is available from any of the area offices.

The Divisional Housing Manager shall assess the application and award the applicant one of three categories no later than 10 working days from the date all relevant information was received.

Priority Medical: Urgent Re-housing

Applicants will be awarded a priority medical status (PMED) where a move to more suitable accommodation is essential. The registration date for the PMED application will be the date on which the medical form is received, even where the applicant has a current housing application with an earlier registration date. The applicant's position on the waiting list relative to other applicants with a priority status (PRIS, CCC, KEY and IC) will be determined by the date of their PMED registration. Offers will be made in strict date order.

Applicants under this category will be made one suitable offer of housing. An applicant who refuses an offer of a property will lose his/her PMED status and revert to general medical status for selection under normal rotation.

An applicant who is awarded a PMED status may choose any number of letting districts but will be held for all neighbourhoods, house and heating types in their chosen districts, unless there is a valid reason for not doing so.

General Medical: 5 Points

An applicant will be awarded 5 points for general medical status where a move to more suitable accommodation would assist the relief of a medical condition or illness not excluded by the medical policy.

Not Suitable for Medical Status: 0 Points

Applicants shall not be awarded any points where a move to another house would not assist in the relief of a medical condition or illness. However, in certain circumstances a ground level priority may be awarded where the applicant wishes to move to another ground level property.

Notes

The Divisional Housing Manager may refer an application to the Clinical Medical Officer for further advice and guidance where the nature and impact of a medical condition on the applicant’s housing circumstances is not immediately apparent.

The Divisional Housing Manager may award an applicant a ground level (G/L) priority and subsequently, if the applicant does not wish to be held for G/L he/she will lose the medical priority awarded in respect of the G/L assessment.

Where the grounds for which a medical priority was awarded no longer apply the priority will be withdrawn.

Where an applicant, who has been awarded a medical priority moves the medical priority will be withdrawn. The applicant may reapply at any time from their new address.

Applicants with a medical priority may be considered for an additional bedroom where a particular condition warrants this.

WAITING TIME

Two waiting time points will be awarded after the application has been live for six months and two points will be awarded for each complete six months thereafter.

Waiting time points will continue to be awarded during any period that an application is suspended.
