Head of Project (Public Private Partnership)


Location: Grammar Campus, Ayr

Responsible for the strategic direction, operation, development and co-ordination of the Council’s Public Private Partnership (PPP) Project for the refurbishment and rebuilding of education facilities within South Ayrshire. This includes the organisation and co-ordination of meetings of the Member/Officer Project Board, representing the Council on matters relating to Public Private Partnership and keeping the Council fully briefed on developments at a National Level, eg., the Scottish Schools Public Private Partnership Managers’ Group, the Scottish Government and COSLA.

The Council's Public Private Partnership Project entitled "Better Buildings, Better Learning, Better Futures" has progressed to the selection of a Preferred Bidder.

In December of last year prospective bidders were issued the Invitation to Negotiate document, returned April 2005 and also a Best and Final Offer document in August which was returned at the end of September 2005.

After a detailed and thorough evaluation exercise involving our external advisers, officers within the Council and the PPP team, the Council has selected Education 4 All (E4A) as their Preferred Bidder.

Timetable
It is anticipated that construction will commence in the summer of 2006 with the schools being phased and ready for occupation during Session 2007/08.
