Single Outcome Agreement for South Ayrshire

South Ayrshire Council shares the priorities of the Scottish Government in seeking to develop the local economy, support stronger, safer and healthier communities and provide good quality public services. By working closely with the Scottish Government and with our local community planning partners, we believe that we can make a significant difference to delivering these ambitions and to improving the quality of people’s lives in South Ayrshire. Our vision for the area is “to establish South Ayrshire as the most dynamic, inclusive and sustainable community in Scotland”.

We regard our relationship with the Scottish Government as a partnership, sharing the same broad values and aspirations for the future of Scotland. This agreement is recognition that we have joint accountability for delivering on the five strategic objectives of the Scottish Government and the 15 national outcomes that underpin these. But more than this, the agreement is also an acceptance that we need to be more transparent in our commitments to delivering better outcomes for the people of South Ayrshire. Accordingly, the agreement spells out not just our contribution to meeting the national priorities, but also our commitments to delivering the local priorities set out in our vision document, “Securing the Future for South Ayrshire”, published in January 2008.

We accept that we will only be able to deliver on the agreement by working closely with our community planning partners and by engaging the local community. This initial agreement covers the services provided by the Council, it is our express intention that the subsequent agreement concluded from April 2009 will be inclusive of the work of the whole of the South Ayrshire Community Planning Partnership. For its part, we expect that the Scottish Government will use its authority and influence to ensure that all agencies are working to the same agenda and that, where necessary, legislative and regulatory changes are instigated, which will allow local government to achieve its full potential, as set out in the Concordat.

In concluding this agreement it is expected that there will be a change in the relationship between the Scottish Parliament and Government and Local Authorities. Specifically, the Scottish Government will in future hold Councils responsible for what they deliver rather than how they deliver it. In recognition of this, we expect the Scottish Government to honour its pledge to work towards the removal of ring-fenced funding for local authorities and to reduce its monitoring and performance reporting requirements on local authorities.
