Functions
1. To develop and keep under review a strategy for Rural Communities.
2. To develop the Rural Communities strategy with a corporate approach in conjunction with the wider strategies of the Council and Departments.
3. To promote across the Council issues affecting Rural Communities.
4. To monitor the performance of Council policies in the delivery of services in rural communities.
5. To monitor budgets (and to receive budget monitoring reports) in relation to relevant areas of expenditure within the remit of the Committee.
6. To monitor the performance of organisations in receipt of financial support from the Committee.
7. To undertake regular reviews of the distinctive economic, social educational, environmental, cultural and other needs of the rural areas of the authority.
8. From time to time to advise the other Committees of the Council of any special measures (including the allocation of resources) which may be necessary or desirable to meet such needs and to promote the interests of rural communities.
9. To consider all proposals for the formation, revision or amendment of all corporate plans and policies of the Council.
10. To advise the Policy and Resources Committee and/or any Standing Committee when appropriate, on any aspects of such proposals which affect rural areas of the authority.
11. To advise the Council as to any representations which may require to be made to any Government Minister or Department, Parliament or other body public or private which provides public services or utilises on any matter affecting rural areas of the authority and to examine policies of the Scottish Government as they affect rural communities.
12. In furtherance of the remit of the Committee to call for such reports and information as the Committee may consider necessary from the appropriate officers of the Council.
13. To consult with such persons or bodies as appear to be representative of any rural interests or activities in the authority or any part thereof.
14. To arrange conferences and seminars on rural matters and to arrange meetings or visitations in or to such places within the authority as the Committee deem appropriate.
15. To oversee the Council's policy with regard to Rural Communities, and in particular the use of the Council's Rural Communities budget.
16. To introduce procedures and practises which encourage public involvement with the Committee, including the holding of Committees at locations within the villages of the rural areas.
17. To consider and make recommendations on the establishment of Sub-Committees relating to the specific functions within the remit of the Committee.
